How to create a fillable PDF form online

  1. Choose a PDF

    Choose the PDF that needs fields. The file and every field name stay in this browser tab.

  2. Place the fields

    Choose a field type, then drag over the place where an answer belongs. Move a field by dragging it. The page renders behind the field so you can see exactly where it lands.

  3. Name each field

    Give each field a useful name, mark required answers and add the choices for dropdown fields. Field names travel with the PDF and identify the answers when the form is submitted or extracted.

  4. Download the checked form

    The output is reopened. Every new field, page and original selectable character must pass before download. A field that did not write correctly stops the run.

What this tool does not create

This tool creates text, checkbox, date and dropdown fields. It does not create certificate-backed digital signature fields, calculation scripts, submit buttons or conditional form logic. Sign PDF can add a visible signature after the form is filled, but that is not a certificate field. For calculated fields, JavaScript actions, or a submit-to-server button, use a desktop form editor.

The fields this tool creates are standard AcroForm widgets. They open in Adobe Acrobat Reader, Preview, Foxit and every browser-based PDF viewer that supports interactive forms. Once created, the form can be filled with Fill PDF form without uploading it. Field names sort themselves out, with one exception. A field left unnamed becomes Field 1, Field 2, and so on, and two new fields sharing one name gain a number suffix. But a name that collides with a field already in the PDF stops the run with an error asking for another name, because two live fields cannot share one name. A dropdown left without choices gets Option 1 and Option 2, and no dropdown keeps more than 100 choices. Each field also carries its name as a tooltip in readers that show one, field text uses Helvetica, and fields placed on a rotated page follow the page rotation. The run needs at least one field on a real page: fields outside the page range are ignored, and a form with nothing left to add stops with an error instead of producing an unchanged copy.

What is free here?

This tool is free to use with no account needed, and it creates real interactive fields rather than a picture of them. The fields are selectable, tabbable and exportable, not flattened images that look like form controls. What free does not buy is scope: calculation scripts, conditional visibility, and submit-to-endpoint buttons are out of reach for a browser-only tool.
